Frances Liu

Senior Director, Portfolio

Frances manages Blue Meridian’s relationships with select investees, including providing guidance and serving as a lead touchpoint during the development and execution of scaling plans. Working closely with Managing Directors and other staff, she also sources new investment opportunities and collaborates on innovation initiatives to expand Blue Meridian’s work, with a focus on Place Matters.

Prior to Blue Meridian, Frances was a Senior Vice President for Citi Community Investing and Development where she led and managed partnerships with nonprofits and municipal offices to strengthen economic opportunity and financial inclusion in low-income communities. Previously, Frances served as Chief of Staff for the NYC Mayor’s Office for International Affairs and worked at the NYC Department of Small Business Services. Frances has also managed advocacy campaigns, capacity building programs, and research projects at the New York Immigration Coalition, PolicyLink, Center for Social Inclusion, NYU Furman Center, and Urban Justice Center.

Frances earned a bachelor’s degree from the University of Virginia and a Master in Public Administration from the NYU Wagner School of Public Service.
